Tier 1 for workpermit

i am planning to apply for tier 1.. ie... changing my status from workpermit to tier1. I am eligible for tier 1.

The only issue is i was given allowances in uk and i pay tax in india. As i do not pay tax here will my allowance slips sufficient for applying tier 1.

can someone glow some light on this.
