Bankers Draft Problems

Please help, I need an urgent reply. We are due to pay our Right of Permanent Residency fee (CAN$980), but we are having trouble finding a bank who will provide us with a bankers draft drawn on a Canadian bank. They're all very edgy about money laundering rules. We think we've found a foreifn exchange outfit to do it, but now they're umming and aahing and we're running out of ideas and time. It's due 25 June but we go on holiday on 13th (Sat). What did other people do?
