Zwer, how does it justify them? Simply ... it doesn't try to justify them!

Until an Act of Parliament was passed last summer it was the case that the charges were supposed to merely cover the costs involved in dealing with an application. However the new Act of Parliament now allows "above cost" fees to be charged. As from 1st April 2005 the Government is using that new power.

Don't get me wrong, I also think the fees are ridiculously high.
