Indian applicant applying from another country

One of my friends is applying for Tier 1 (General) from India. He has maintenance funds for more than 3 months and collected all documents ready to apply. He will be applying in 1 or 2 days. Suddenly he was asked to go overseas for a 8 to 9 months project. And he had leave in a weeks time.
Obviously, if he applies for Tier 1 now, this will take a minimum 1 month and the passport is held up with BHC and he cannot travel.

so the question is can he apply for Tier 1 from the country where he is going to WITH THE SAME INDIAN SALARY AND MAINTENANCE FUNDS ASSUMING HE WILL BE APPLYING IMMEDIATELY AFTER REACHING THE COUNTRY or HE SHOULD START FRESH.

More details required for this question to be answered by anybody here: like which country n wat type of visa.. is it to UK and is it WP/Tier2 visa he is coming for the project??

He will be travelling to Thailand on Work visa.
