non eu citizen permenent residence stamp 10 years

hello everyone .
some one can help me to answer my question please.

if the 10 years permenent residence stamp given to non eu citizen is writing on it. as a FAMILY MEMBER OF EU CITIZEN is it the same as the 5 years residence stamp given before?

iam asking that question bcause i want to travel to france with my partner,
she still waiting for her passport. thanks a lot
