Biometric cards - really compulsory?

Since 25 November 2008, anyone applying for an extension
of stay in the above-mentioned categories has to apply apply
for a biometric immigration document, otherwise known
as an identity card for foreign nationals
Are identiny cards compulsory for all dependents?

Has anyone gone through the process of getting one? If you apply in person (Croydon) - I suppose they can take the fingerprints there?
