Settlement visa has been refused

I am married to czech girl and we been together for more that 4 years
She was full time student and has recently started working full time, she was not registered under Work Registration scheme
We got married early this year and applied for spouse visa but been refused on grounds of that she may not be setteld and present in UK
Inspite of that we have send them the proof of address from bank, dvla etc
wondering what would be the reason and how could we avoide this next time
we are genuinly married and living together for last 4 years
i have got the proofs for atleast about two years which are different crosspendence from bank and etc
your help will be appreciated

What nationality are you? What is your current immigration status in the UK (e.g. what type of visa do you have?)

what type of visa does your wife currently have?

Refused maybe because when they say your wife is not settled meaning that she is not a permanent resident or a citizen of the UK but of another EU country? You applied for settlement and I believe it is only given to spouses of a UK national or ILR holder. Make them clear this up or apply in your wife's country of origin.

It's indeed unclear what you were applying for. You seem to know about the WRS. So did you actually apply for a residence card under EEA regulations on form EEA2?
