Help needed regarding Salary + Language Skills

ONE: Will my COLA(Cost of Living Allowance), Transport Allowance & House Rent be considered part of my earnings...All these appear on my slalary slip though.
TWO: I had sat IELTS in 1999 with an overall band of 8.0. Do I need to sit it again or the old one will do.

No need to reappear for IELTS.
Your Gross salary will be considered for earning.

1. Any benefits quantified as part of your earnings/ remuneration will be considered as long as they are declared for tax purposes.

2. Your IELTS tests are ancient. Either sit a fresh test or submit a written statement on your English ability with appropriate evidence 'e.g. study over X months in institution Y where english was the medium of instruction with supporting prospectus and/ or employment with company A where English is the language of business. The language issue is in 'theory' less of a problem for commonwealth nationals as English tends to be taught early in school and is an official/ business language.
