two questions neeel help?

Dear friends!
I have two questions which are confusing me to take decision about myself. Please give me answer if anybody knows well. Before asking these question I would like to tell that I am on work permit since Jan 2008 but my 10 years in UK are going to complete in Feb. 2012.Now please give me answer for the following question;

1- As new probationary nationality immigration law is going to be introduced from June 2011,would it effect me as (already work permit holder) my 5 years are going to complete in Jan 2013?

2-Has "10 years long living" option for indefinite permanent leave finished or still active? As my 10 years are going to complete in Feb 2012.

I would be grateful if you give me answer in detail.

Thanks wondrer! but look this statement below on home office news section.Whether this mean applicant cannot visit office physically or applicant cannot apply on this catogory anymore.Any expert opinion?

"The latest Statement of Changes in Immigration Rules was laid before Parliament today.

The changes include the following:

The Immigration Rules are being amended to provide that applications for leave to remain or settlement on the basis of long residence will no longer be considered at a UK Border Agency Public Enquiry Office;

The changes will come into effect on 1 January 2010, with the exception of the Tier 4 changes, which will come into force on 22 February 2010."
