Switch from Work permit to dependent visa,in-country?

Dear All,
Is it possible to switch from Work permit to dependent visa, while staying in UK ?

I am on Residence permit (Limited leave to remain, valid for 3 more years , obtained through HSMP extension ). My wife would want to switch from Work permit to dependent visa (Residence permit,as my dependent).

Would she have to go to home country to switch as my dependent ?.

Can anyone please help. I have got contradictory opinion from home office itself.

Yes .
If she decides to quit her job , she would want to switch to HSMP dependent. Can that be done in-country ?
Can you tell me where this switching rule is stated in the home office website.

yes, she can swich her visa in the UK.

my wife changed her status in-country from HSMP applicant to ILR dependant and it took around 6 months

during that time she was not allowed to work
