waiting for settlement visa uk

I had applied for settlement visa to as a dependent which was refused but later they asked for further documents and said they said they would reply.
After couple of months I received an letter stating that i qualify for settlement.And i submitted my passport
Its been almost 3 months i haven't heard anything...
i called british embassy in delhi but not able to hold of them...
any idea how much longer i have to wait...is it 3 months...4 months...?
please somebody advise me
