new ILR fees for HSMP JR

Hello there,
I have booked family appointment at PEO Croydon on 10th May. I am applying under JR after 4 years. Till last week when the announcement about the new fees came out, it appeared like this new fees applies only for Non PBS ILR. But the new application does not differentiate this in anyway.
The fees seems to be £1095 + 3 x 154 = £1557. Is this the case? Then why was this not stated clearly in that sheet that was publisized by UKBA last week. Can anyone please throw some light on this.

New Fees(06/04)-Is it applicable for PBS ILR apps (on Tier1)
