Minimum time requirement for permanent residence?

Just wondering if there is any EU country which requires minimum time to live there in order to be able to get permanent residence for a Non-European family member of an EU citizen. For example most of the countries grant 5 years residence card to Non-EU family member, and after 5 years stay, he can apply for the permanent residence.
Is there any country which requires less than 5 years of stay to a person with residence card based?

No. That's the whole point of the EU - harmonisation.
