Yes, in theory, the 'Green Card' system sounds like a new and good idea.
However, to me, it appears to be a re-vamp (or something very similiar) of the already existing work-authorization/visa option. It seems to have many of the same rules associated with it: Only being open to certain non-nationals: those with particular skills/qualifications that are in need by Ireland like Dr, nurses, town planners, engineers, some IT, etc, ... also, job mobility.
Also, I read in the newspaper that only those with a salary of 50,000+ Euro a year will be considered under the Green Card system. So, I'm guessing that if you are on a Work Permit now (as am I), you are probably currently working in a job that is not one of the government's 'chosen fields' anyway & so will not affect you.
I don't think full details have be published yet as the Dail have just come back from summer break a few weeks ago. Anyway, keep checking the Department of Enterprise, Trade & Employment (
www.entemp.ie) and the Department of Justice (
www.justice.ie) for immigration/non-national changes. Check out
