studying visa or EEA !!!!

Hi all,

I hold a Libyan nationality ,I married a woman holds German citizenship five months ago and I am currently residing in Libya because of my work in the construction company here and my wife is in Germany because of the study and would be complemented by the end of June we got married in Germany, now I have a Schengen visa D multiple entries valid for six months l used it once to visit my wife for a week, before this visa I had a Schengen visa C also multiple for a month used for the same purpose, I am 36 years old and I have good job and income here, my wife would continue studding masters in Britain and will get the acceptance from well-known University there, her study remains two years and At the beginning we have to be together, so I will take a vacation for three months to be with her
my question is which one is better for me to apply for visa to study language or EEA family permit, What is the least risk for my case since it didn’t pass long time after marriage and we don’t live in the same country at last now, as well as I've already failed to get a tourist visa to Britain twice in 2006 the first was due to inadequate financial support and second because of the absence of a strong family link in my country .

Documents that will be with me :
1- A copy of the marriage contract
2- the image of the passport of my wife
3- admissions for my wife
4- a letter from my wife shows that I am going to travel and live with her in the UK
5- a letter from the company to explain my job and duration of my holiday
6- my bank statement
I am puzzled and I hope you can provide a proper advice and if there were any weaknesses in my application please let me know .

The EEA FP is free while any visa under UK immigration rules costs lots of ££££s.

Once in the UK, and provided that your German spouse remains a qualified person, you can apply for a UK residence card (using form EEA2). This RC confirms your rights of residence in the UK and makes it easier for you to prove that you can work, study and live in the UK w/out any other permit-related formalities.
