going to get citizen end of this year

I got my ILR on 28th march though i was qualifies from 23 dec..so can i apply for citizenship in dec 2010. and than how long does it takes to get the OCI card thankss

To avoid any confusions, hassle and delays, its better to apply for BC on 28 march 2011.
