applying for a UK visitor visa for a US Visitor

Hi,
I live in USA. My brother has a US visitor visa and he is planning to visit me here. And he is also planning to travel UK while going back from US. Is it possible for him to apply for a UK visitor/tourist visa from USA?. if yes what are all the supporting documents needed?

Not possible to apply for UK visa from USA. He must apply from the country where he lives :(
