licence speeding points- criminal conviction

Hi,

I have a speeding conviction, 3 points on licence, code sp30.

Do i have to declare in Tier-2 application form, under criminal convictions declaration?

Is speeding a criminal offence (traffic offence) or just a penalty that can be ignored and need not be declared ?

Please advise.
