So next week when she gets her new passport with husband's last name how will it effect her Tier 1 visa on her old passport? ... does she has to change her name in Tier 1 visa as well? .or move the visa to new passport? ....she also has valid USA visa in her old passport .......or she just has to carry old passport (which has visa and maiden name) with new passport (husband's last name) .... anything specific to be taken care ....

I'm not experienced in terms of immigration law, but I have just done this myself.
The first question to ask is whether she has a visa sticker or a Foreign ID card with biometrics? If the first one, then from what I've heard from a friend in the same situation, she can carry both passports with her at all times including her marriage certificate and it should be fine.
However, it's a whole different story if she has a Foreign ID card, as I do. She needs to fill in a Change of Personal Details form and submit it via postal application to Durham. It costs £30. I've literally just sent mine off on Wednesday last week, they received it on Thursday and payment came off my account on Friday. I received the letter acknowledging receipt yesterday, dated Thursday last week, so all looks good so far.
It's very straight forward, it just takes a while, which is a sticking point for me, because my passport was meant to take 16 weeks and only took 6, and I'm due to travel at the end of August, so I've had to include my itinerary and a letter pleading nicely with them to put a rush on my new card!
As for the US visa, I'm the same and to be safe, I'm just going to apply to the US Consulate to have it transferred.
Hope that sort of helps! Wait for expert advice though, but since I've just done it, I at least know that what I've said is accurate!
