Extended family member resident card

Dear All
I am an eea national.my sister applied for resident card as extended family member of mine. Last week she received a letter from home office that ,she need to send her marriage certificate.but she is unmarried.when she applied then she mentioned she is single and also she sent our birth certificate as proof of our relation.Now my question is why they are wanting for her marriage certificate and what can she do now?so i am now waiting for urgent advice.

Perhaps they got confused by the familyname and thought, she was your wife and not your sister? You should hurry to figure out what the problem is. Hope someone here can help you so that this problem won't prevent your sister from receiving her resident card.
