UK Tier 2 CoS

I am on student visa and my visa expire by end of Nov 2010. I have been offered a full time job. My prospective employer has Tier 2 General licence but by 19 June 2010 my employer has zero allocation for CoS. Recently my employer applied for additional allocation of certificate of sponsorship in July 2010. The application for additional allocation of CoS was refused in sept 2010. The job offered for me is not in shortage occupation and my employer conducted Resident Labour Test.

Did any one get additional CoS for Tier 2 General for their new employee not within Shortage Occupation.

Can any one explain the reason to be put for exception circumstances in application for additional CoS.
