Coming back to europe before 90 days

I know a tourist can not stay more than 90 days within 180 days in the Schengen area.

However, what about a person who had a resident permit for 2 years, go back to his home town and appply for a schengen visa for three months. Can he back as soon as he get the visa to europe, let's say for example, 3 weeks after he left Europe?
