Dependent Visa

Dear Friends,
I am working in UK by Tier 1 General Visa. I am a citizen of India. I need to take dependent Visa for my spouse and my kid (1.5 yrs). I came to know that ,there are many changes on the rules recently, So Could you guide on this.

Please help over the below information/ if i miss some thing which i want to know please let me know.

1. How much pound should i keep in bank for each dependent.
2. Is my wife required to show the English fluency skill like IELTS test.(She is a Graduate holder)
3. The Fee Details for each dependent.
