Housing and council tax benefit???

Hello I am a british citizen and my husband is Turkish he Is on a uk Spouse visa and we r currently livin with my mum but would like to move now we claim child tax child benefit. N workin tax he works full time but in low income n we r due our 2 nd baby in 2 weeks I was wondering if any of u kno if we r allowed to claim housing and council benefit as we need to love out but can't afford without this also wen he gets his ILR can we claim then
