New "five-tier" immigration scheme - any news?

Has anyone heard any news in recent months about the new "five-tier" migration scheme that was proposed back in July, and supposedly to be implemented in "spring 2006"?

Most websites I've seem that highlight the new system talk of a "highly skilled" and a "skilled" level, which led me to believe that those just under the HMSP points threshold might still be able to come over. However, the above Guardian article makes it sound as if the second-tiered "skilled" level will be solely for shortage areas.

Also interesting that holidaymaker-type visas will require a financial bond and sponsorship. I wouldn't mind paying such a bond and finding a sponsor, so long as I can keep extending my departure date! I'd be happy to forfeit the right to "settle" and claim permanent status, if I could live indefinitely on a holidaymaker-type visa.

Wonder if "spring 2006 implementation" means we should expect to see it rolled out in July 2007.

OK, I think that could be worded far better but what I think they mean is :-

In the Spring of 2006 the Government will announce firm proposals for change and a timetable for implementation.

So I am afraid that we are all going to have to wait until the Spring before we learn more.
