non-EEA mother in law what documents required for applcation

Dear Friends

I am applying for my mothers application for a RC (EEA2),

She is here in UK as a Family visitor, due to no one to look after her back home i want to apply for her RC so she can stay with us here in UK.

my question is what documents i need to send to UKBA.

can i include my brother who is on indefinite here in UK in the application to support the application as he was her sponsor before for family visitor visa.

She needs to be wholly or mainly financially dependent on the EEA national. Your brother's support could take her out of the realm of the EEA's support and into the hands of the national law. Others may give you more advice. Can't you only note your support?
