News on the introduction of new point based system

Hi guys,

Just came across this article in the guardian here's the link peeps:

If you read the 4th paragraph from the bottom it says that the new point based system will not be in place by mid 2007 and its being said by the current immigration minister Tony Mcnulty so I would think it is pretty true and accourate.

However, on the bad side it looks like they will revoke appeal rights for students and its not only limited to people applying overseas people applying for extensions here in uk will not be able to appeal against these decisions either so i guess what that means is that the new system is going to be very tough. That is quite an old article - I think the points system is still at consultation stage..

By the way - does this have to pass through parliament as well - labour has had a rough ride with the religious hate bill... :?

I would've thought it goes through the parliament as its a pretty big change. But I'm sure this goes through unlike the religious hate thing. By the way its not that old an article it was published in nov'05 so only like 3 months old.

The Immigration, Asylum and Nationality Bill is going through Parliament at the moment, and doesn't seem (from a quick scan of the Explanatory Notes) to provide for a points-based system. I'm no great shakes at legislative practices, but I suspect that such a system could be introduced in the form of amendments to the Immigration Rules - I don't think it would necessarily require a Bill/Act to do it. I think the technical term is that the Rules are "subject to negative resolution" - ie they're laid before Parliament for (I think) 28 days, and then simply come into force, unless Parliament has chosen to debate and vote against them.

Something like that, anyway - happy for any clarification that anyone else can offer...
