Apostille nightmare France

I am in the process of getting a Slovak resident permith for which I need my french criminal record with an apostille (I was living in France in the past two years)

However, the Rennes Court D'Appel wont issue this apostille because they said France have an agreement with Slovakia and documents DONT need apostille. However, Slovak officials insist on this.

Do I have to give a reason for getting an apostille or you just can go and say "Id like an apostille on this document?"
