Limit Reached, will they let me know if I Qualify?

Hi all
I applied for my Tier 1 in Pretoria, South Africa on Monday 15/11/10. Today, 19/11/10, I got a call asking for my email address and letting me know about the Tier 1 Limit. I then asked if she can tell me if I have been accepted, then she told me she couldnt over the phone.

I got a nice letter stating what I already knew about the limit. On the letter it says that "If your application is refused, we will inform you as normal" amongst other things.

Im thinking then, because they didnt "Inform me as normal" I have been accepted?

When the cap was reached in October, what happened to those that applied after the cap was reached in October and were granted Visa early November. Also how long did it take in November?

You'll know of the result only when you receive your passport.

Do they not even process applications if the cap is reached?

Interim limit for Tier 1 (General) applications wrote:If your application meets all the requirements but the limit for that month would be exceeded if we issued you a visa, we will defer your application to the next month when the limit allocation reopens. If your application does not meet the requirements, we will process it as normal even if the limit has been exceeded. You can still submit your application even when a monthly limit has been reached.
