OCI still underprocessed since July 2009

OCI still underprocessed since July 2009

We submitted an OCI FAMILY applications for 3 persons in May, 2009 ... for one adult (with no PIO) $265 and two children (with PIOs) $145 each.

They sent us email on July 15th, 2009:
If your OCI application has 3 applicants with one minor holding a PIO card, then you have to send in Money order or cashier’s check for $145 (that is the fees for minors converting PIO to OCI) ASAP. Please mail it in at the attention of Ms Priti/ Mr Sood at the following address: .... (New York)

We've sent several emails, fax, 1 postage mailed letter since July, 2009 to now ... they have not once replied to us or changed the online status - it still remains underprocessed. In fact, the adult and one child is in the online status "underprocessed" but the second child is not recognized in the system at all ! (And our money order has already been deposited!!)

I dont know how they could misread the applications - even if you look at the passport pictures on the OCI application clearly shows its one adult and 2 children! (they are small children) .. I guess because it was a FAMILY application they ASSUME that it was both parents with one child since there was 3 applications in it ...

What should we do ? How do we get their attention? They dont answer the phones, and not even emails/faxes ... We are from Ohio and the Indian Consulate is in New York ... do we just send in a money order of $145 (which we do not owe) so that it gets there attention to see the applications? or should we go in (the flight tickets will be more expensive and probably not reimbursed for their error!)
