Is TIER1 (Gen) = Present/Settled? Which Form to use?

Hi
I got my initial Visa as HSMP Migrant in 2008 which was converted to TEIR 1 General in 2010 upon my first extension. I now want my spouse to join me in UK. I have two questions.

1) Is present settled means a person with ILR? or does this definition applies to me ( with first extension of 3 years after HSMP of 2 years).

2) What is the correct form/guidance to fill-up for spouse visa application from Pakistan, It might seem a repeated question but seems like the previous links are no more valid. A direct link will be appreciated.

Thanks for replying.

I asked about present/settled as as per new requirements passing some English test like IELTS is compulsory, I wanted to know if that's required for TIER 1 dependent as well?

there is no requirement for english language proficiency for a Tier1 dependent.
