I really need an advice. I live in Moldova.my husband is Lithuanian,he lives in UK for 4 years.can i apply for 2 years settlement visa from Moldova?and does he need permanet residence for that?or it is not necessary?

No.

Yes.

You may apply for EEA Family permit (form VAF5) from Moldova.

I'm afraid sushdmehta's answer is not entirely accurate.
You need indeed to apply for an EEA FP (using form VAF5) to join your husband in the UK. Once in the UK you apply for a Residence Card using form EEA2. Your husband does not need to Permanent Resident in the UK. You write he is in UK for four years already. In his first year he should have been registered in the WRS for EU-nationals from the so-called A8-countries. Provided he is still exercising treaty rights in the UK now (e.g. working) you can now join him in the UK without any problems.

The OP made it clear in her other thread that the husband is self-employed (Kate, please keep your questions in a single thread) and thus is not required to register with the WRS. That's also why she will be able to apply for an RC.

I belief what sushdmehta meant is that the EEA national would need PR to be regarded as a 'settled' person and could then make use the UK route.

Yes.

Unless the sponsor has settled status or is a British citizen, one cannot apply for "settlement visa"!

This question doesn't make any sense. Since your husband is not a permanent resident of the UK the EEA FP is the way to go. See the links given to you by fysicus.

I have heard that my husband should prove that he had worked in uk for 12 months with max interruption 30days. As my husband is self-employed and has been in uk for 4 years,must he prove 12 months period,if i apply for FP and RC?and which way? i appreciate your help

A self-employed person is not a worker and thus does not register under the Worker Registration Scheme.
