Mine or HO's fault

I now have 2 RC 1 in my expired passport and another one sent to me of resent but with the same expiry date which is less than 5years I was given 4 years and 6 months which started counting last year ( but the new one started counting this year march, but the date of expiry is the day I was initially refused before I went for an appeal); My question now is:

Can I claim for compensation(Court cost) ? because I had to go for the first appeal and the Judge allowed my appeal before I was granted the RC and moreover, they(HO) Initially appealed against the decision of The First Tribunal Judge and it was taken to the Upper Tribunal before they decided to Drop their appeal.

Also, I have now been hear for 6 years my uncle (EEA sponsor) did not work in some of the last 5 years because he lost his job and sometimes changes job what can I do in this kind of circumstance because he never claimes job seekers allowance when he wasn't? though he is got a job now and he is working at present
