How soon can spouse apply for ILR

The IND web site is horribly slow.

Does anyone know when a spouse can apply for ILR. Does he/she need to complete full 2 years or can one apply after 1 year and 11 months say.

My friend will be completing his 2 years in June but he is wondering whether he should apply before the visa runs out in June.

just noticed it in the FAQ :?

It seems he can apply after 1 year and 11 months?

Its a bit confusing since the immigration rules don't say when exactly one can apply. perhaps they do somewhere.....their site just grinds to a halt when I access it.

I can suggest you on IND site only.
It works bit faster after 11pm(when there is less traffic for the site)...
I really don't understand how they can't maintain so important website.
