Dependant's visitor visa application

I have a valid Tier 1 but have not moved to the UK yet. I am planning on visiting with my family (for annual vacation) but instead of applying for them as dependant (which is a expensive for 3 people) is it possible to apply for Visitor visa for them?

There is nothing in the immigration rules to state that dependant(s) of PBS cannot apply for visitor visa.
But whether one will be issued is another matter altogether.
