Non-EU citizen who wants to move to Germany a bit confused

Hello,

I am from Algeria and I am about to get my degree in Computer Science (Diplom-Ingenieur in Informatik).

There are a lot of IT jobs in Germany and salaries are high compared to France for example.

Do I need a job offer or can I apply for a Residence Permit as a skilled migrant and look for a job once there ?
