Length between rule changes

Hi all just wanted to know if there is an average time line between the time the UKBA announces future law changes to the time the actual changes happen?

correct me if um wrong but does the UKBA not always announce future changes roughly a year before? e.g "PSW ENDS IN APRIL 2012"

just curious because Im hearing rumors of more changes happening this august 2011!
