Need help with DLR(m) apllication

Can some one please advice me on what we can do please,my cousin has been in the uk since 2003,he got married in 2009 and had a baby that same year(2009),he recently submitted an application for discreatinal leave through a lawyer.His law forgot to send his passport pictures with the application,after realising his mistake the lawyer sent the pictures the next day,after a week HO returned the application form saying there could not match his pictures with his applicatiuon so therefor the lawyer had to send the application back to HO,this time with my cousins pictures included.He got the acknowlegement letter stating that there got the form,to his suprise the HO sent him a cheque saying there r refunding him the £500 for the application,without his application form,he has since sent the check back to HO explaining the mix up,
What i would like to no is that,it has been almost 7 weeks since the cheque was sent back to HO and there has been no reply,no money or application form has been sent back,please help any advice would be very appreciated cos he is going off his head at the moment,thank
