English Test for UK Spouse Visa

Hi,

The UKBA website states that the TOEFL test is accepted for the English language requirement for a Spouse Visa.

The B1 test pass score is:
Reading - 8
Listening - 13
Speaking - 19
Writing - 17

My wife's scored above, except 18 on the speaking.
Will this score be accepted as A1?

The only information I can find is - http://www.ets.org/Media/Research/pdf/C ... Report.pdf Which states that '8' is a A1 score.

Hope that makes sense.
