HELP: Passports retained

Hi, I wonder if there is anyone who can give me some advice. Our EEA1/2 applications for residency were refused and my wife's and stepdaughter's Russian passports were retained. Although we have informed the UKBA with 1 month in advance that we are going to leave the country, they keep creating obstacles to return the passports. They say it is very complicated because we are going to leave by ferry rather than by plane, as most people do, etc. etc.. They keep promising to call us back and never do it. Today - 5 days before our departure - they told us that they could not find the passports and are doing some further investigation. Obviously they will not return it on time. The problem is we will be without place to stay after that date and we have 2 children with us. As the Russian Consulate will take more than 2 months to issue new passports, we thought to ask them one of those documents which would allow them to get back to Russia. The idea is to use that paper to get out, hoping that the Spanish authorities will not rise problems to cross Spain to Portugal, our final destination. My wife and stepdaughter they both have Portuguese residence cards.

I am regularly defending such refusals in the courts.

Send me a copy of the refusal and I will see what can be done about that.

As for your family passports. The UK BA is usually only sending them to the port of exit provided you sent them copies of your flight tickets a few weeks in advance.
