Settlement visa for Widow mother

Hi

it will sound like same old topics but still would like more advice. my widow mother is 54 years leaves alone, entirely dependent on me and a patient of depression & high blood pressure. Also she is been operated on her right hand for the muscle tear which has made her almost disabled with the hand for her daily activities.

I applied for her settlement visa earlier in 2006 but was rejected and even appeal was turned down on

1. he was not satisfied that she is living in most exceptional compassionate circumstances and depend financially on relative in settled in united kingdom.

2. he was not satisfied that she has no other close relative in her own country whom she can turn for financial support.

he also added even by taking the provisions of article 8 of the human rights act refusing this application will not interfere with family life, for the purpose of article 8(1), which you can enjoy in India.

afterwards i did not applied for all this years. now last year I applied for tourist visa as my wife was expecting a baby so we wanted her to join to welcome her grand children in to this world but again was rejected on the following basis of our last application of 2006 as she will not return to the country.

At this stage my cousin who helped us looking after her have turned their back as now they knew that she will be on our neck all the years. So one on my school time friend is looking after her for a while.

I would really appreciate if some can guide me with the issue.
