Low risk national applying from a high risk country

I am wondering what would be the "risk" status of:
A low risk national applying from a country that is NOT considered low risk??

Low risk nationals only benefit from the differentiation arrangements- i.e. Not having to supply evidence when they are applying from their own country or from the UK. If they are applying from another country even if that country is also 'low risk' e.g. A US national applying from Japan, then the differentiation arrangements don't apply and evidence needs to be supplied.

Note is appears that some low risk nationals applying in person in the UK are being asked to provide evidence.
