I am also not sure what a yellow card is, but it is likely not very important to you.

Is your wife working in the UK?

If so you can easily come to the UK. You will need an EEA Family Permit. The application is easy and free. With it you can come to the UK and can immediately work when you arrive (if you want), or study, or ..

All that matters is that you are married to an EU citizen and that (in this case) your wife is working.

erhankader, in what way is your wife exercising Treaty Rights in the UK? For example, self-employed? A student? Or how?

'Yellow registration certificates' are issued to Bulgarian and Romanian nationals who are in the UK exercising Treaty rights as self-employed persons, self-sufficient persons or students. The certificate will state whether the holder is self-employed, self-sufficient or a student and explain if the holder can legally work in the UK.

As a family member of a Accession State national he cannot automatically work in the UK - unless his wife is exempt from worker authorisation.
