Adopted Children (under age) and become Irish

Hi,
any advise on this ?

I know a friend of mine (a lady) who adopted 2 children (under 18) of her later sister in Africa. She's now become an Irish citizen and would I like to bring those 2 kids here.

What would be the best approach for this and where to contact ?

Is she already legal guardian / step parent of those children (her name on their birth cert) if so then it will be tad easier otherwise its a very long process. First step would be to contact your local HSE office to start this process.
