Parents' visit visa

My dad visits me every few years and currently has a visit visa expiring in November. He is planning to come over in December but as his visa is going to expire in the next couple of months, i wanted to apply for a five year visit visa for him.

Cutting the long story short, can I apply for his visa before his current visit visa expires?

Yes you can apply for a 5 years visa if you want. However the person must have entered the UK on several occasions before and returned home within the time limit before he can be issued with a 5 yrs visa..
