Questions about moving to the Uk with family

firstly Im not sure which category to post this in so I would be extremely grateful if I got some help.
Im a British citizen by birth, but I grew up in Sydney,Australia. Im of Turkish Cypriot origin. I have been married for just over 3 years and my husband is Turkish from Turkey. We have a 2 year old child also a British citizen.
Currently we are living in North Cyprus and the economic situation is not so good. My husband has been here on a work visa and he needs to work in a foreign country other than Turkey for the next 2 years in order to be able to do a month of military training instead of the mandatory which is 18 months or so. The reason being is that we are hoping to move back to Turkey once he gets his military obligation out of the way.
We are thinking of moving to the Uk where I will be applying for a masters degree and Im sure I can find a job- even part time if necessary. We have about £15,000 cash.
What kind of a visa do we need to apply for when applying and will my husband be eligible to work straight away? we need for him to get a work visa for his military obligation.
What is the cost involved of setting up ones own company?Would he be able to set up his own business?

Does he need to work or does he need a work visa; it's not the same? He is eligible for a spouse-settlement visa if you can meet the maintenance and accommodation requirements and that will allow him to work or go into business in the UK but it's not a visa issued for the express purpose of entering the UK to work and indeed, has none the restrictions that is normally associated with work visas. Will that be sufficient to his needs wrt Turkish national service?

He needs a work permit because of legal requirements. He needs to either be working legally or to own his own business. If we are in residence it wont be accepted in Turkey. This is why he needs to work legally and to be able to prove it when applying to do his national service (military)

Your response is confusing and does not answer my question. Does he need a work permit (to the omission of all other types of immigration status) or does he merely need to be working but can have any immigration status that permits that activity?
