VISA URGENT

I have applied for a visitor visa and I have yet to pay the fee of 90 euro.I haved for a relative visa to see my injured relative who came from libya to the uk.He is geting medical needs.I was wondering is this the right way and should have I applied for the visitor visit(general).Im living in ireland and I have a refugee status.
