Do the Post Office take the Child's Biometrics?

Was just wondering if the Post Office will take the biometrics of the child? Applied for the Tie 1 General Dependent Visa for under 2yrs child and got the letter for biometrics enrolment with a bar coded letter as well if going to a post office. I know it says on the website that post office service is only availabe for aged 16+ BUT why did they send the bar coded letter in the first place?

Any advice please?
