Claiming ESA if have ILR?

Hi all
I will be grateful if someone can help my friend has been granted ILR and is confused about whether he is entitled to claim benefits now or not?

He has recieved a letter saying as he does not have enough ni contributions he cannot claim but he applied for income based.

will be most grateful if anyone can help!

As he has ILR he is entitled to claim any benefit that his circumstances dictate he is entitled to.

If he made an income-based claim, but has had a reply to a contribution-based one, he obviously needs to reply stating their apparent error.
