Visa from Australia to come to UK

My girlfiend was meant to visit me in the UK from Australia 2 weeks ago but she was refused entry because she had just quit her job and immigration weren't satisfied she wasn't coming here to work. She is Australian and I am a British Citizen (but hold PR in Australia).

She is now back in Australia trying to get a pre-approved 6 month visitor visa to come here. I have written a letter saying I will support her while she is here and ensure she returns to Australia at the end of the visa. She also now has a job offer to go back to when she returns. She also has around £4000 in her bank account to bring over.

My questions are:

1. Is it likely she will be granted a long general visitor visa like this without having a current job over there?
2. Will she need to book her flights before she is granted a visa to prove she is heading back?

Needless to say I was very angry she was turned away in the first place. She was only coming here for a little while to see me and her sister (who has just had a baby). She will be doing nothing wrong while she is here.
